2008 Agenda
APPRAISER INDEPENDENCE BILL
The South Carolina Professional Appraisers Coalition
sponsored and supports the Appraiser Independence
Bill, which is filed concurrently in the House and Senate
as S. 1018 and H. 4596. This bill will help to protect the
independence of appraisers and to restore the integrity
of the bedrock of the housing system in SC - the
appraisal - the independent authority that says “this is
what the property is worth.”
- Federal and state investigations have concluded
that appraisals are often fraudulent because
there were conflicts of interest and pressures on
the appraiser.
- Appraiser coercion can range from mortgage
brokers faxing an appraisal order stating “Target
Value: $160,000” to outright bribery and putting
appraisers on a ‘blacklist’ (or threatening to do so)
if they don’t “make” a value.
- Plenty of appraiser coercion exists for non-
mortgage transactions
- Appraisers are already subject to state regulations
and laws that punish those who act badly, but no
SC law currently addresses how to deal with other
individual bad actors.
- The independent appraisal provides important,
truthful, and impartial information for consumers to
consider in determining their best financial interest

The current crisis in the market follows a period of high
volume mortgages, in which serious conflicts of interest,
negligence and errors throughout the housing market
have arisen. Many states have risen to the challenge
and have enacted laws similar to S. 1018. The accuracy
and independence of the appraisal process must be
ensured in order to protect South Carolina’s consumers
and the public.

- Contact your legislator and ask them to support

Do it today!
- Provide us with documentation and evidence of
inappropriate or undue client pressure. Fax the
information to 803.731.5435, e-mail it to
scpac@scpac.net, or mail it to SCPAC, PO Box

- Meet with us at the SC Statehouse for upcoming
Subcommittee Hearings and to meet with our
legislators. Write to scpac@scpac.net and ask us
to let you know that you want to attend.
- Ask other appraisers to join SCPAC.
- Make a separate contribution to our political
action committee.
- Write letters to the editor of your local newspaper.

2008 Annual Conference
Our second annual conference was held in January,
2008. The three day event included a dynamic
legislative caucus and reception, speakers, lobbying to
promote SCPAC initiatives at the Capitol, and 14 hours
of continuing education for real estate appraisers.
